Blue World City

Blue World City

Blue World City is one of the largest and most talked about housing projects in the twin cities, spread across land estimates that vary by source but run into tens of thousands of Kanal. It is being developed by Blue Group of Companies, owned by Saad Nazir, in partnership with Chaudhry Nadeem Ejaz of Imperium Group, with Shan Jian Municipal Engineering Company, a Chinese firm, serving as town planner. Launched in 2018, it was designed as Pakistan’s first Pak-China friendship city, and that positioning still shapes much of its master plan, from the Blue Mosque replica to its scale of ambition.

We deal in Blue World City because it has real, visible development happening across multiple blocks, not just one showcase area. That said, its NOC picture is more layered than some of the other societies we work with, and we think that is exactly the kind of thing a buyer deserves to know clearly, not buried in fine print.

Location & Accessibility

Blue World City sits on the main Chakri Road, close to the Chakri Interchange on the M-2 Lahore Islamabad Motorway, near New Islamabad International Airport, and adjacent to the developing Rawalpindi Ring Road. Its position directly on the CPEC route and close to the airport is one of the main reasons it draws attention from both local and overseas investors.

Block naming for this project varies across different marketing sources, so we confirm the exact current sector structure and plot allocation directly with the developer before any client books.

Payment Plan

Blue World City is sold primarily on installment plans, typically spread over 4 to 5 years depending on the block. As a general reference, a 5 Marla residential plot in the Sports Valley Block has historically carried a total registration cost of around PKR 2.2 million, with a confirmation fee, down payment, and a mix of half yearly and monthly installments. Waterfront District plots have started from around PKR 1.75 million for the smallest size. These figures move regularly as blocks progress through different phases and balloting stages, so we confirm current, block specific pricing directly with Blue Group of Companies before any client books.

Legal Standing

This is worth reading carefully. Blue World City received its initial planning permission from the Rawalpindi Development Authority in 2018, covering a portion of its total land, later confirmed through the District Council Rawalpindi. Since then, the developer has applied for NOC approval on a much larger area of additional land, which remains under review with RDA. In practical terms, this means part of Blue World City is on land with confirmed approval, while other, larger sections are still going through the approval process.

We do not treat this as a reason to avoid the project altogether, since partial approval with an active, transparent application is a very different situation from a project with no approval at all. But we do walk every client through exactly which block and which specific plot falls under confirmed NOC versus pending NOC, before any money changes hands. This is precisely the kind of detail we believe you should never have to discover after you have already invested.

“As with every project we deal in, we verify this approval directly rather than taking a developer’s word for it.”

Who This Project Suits

Blue World City tends to suit buyers who want variety, a wide range of block types, price points and lifestyle themes within a single project, and who are comfortable investing in a large, phased development rather than a smaller, fully completed society. We recommend it most confidently for blocks with confirmed NOC coverage, and we are equally direct with clients considering blocks that fall under the pending application.

Frequently Asked Questions

Who is the developer of Blue World City?

Partially. An initial area received planning permission and approval from RDA and the District Council Rawalpindi in 2018. A much larger area of additional land remains under review with RDA. We confirm the exact status of any specific plot before a client books.

On the main Chakri Road, near the Chakri Interchange on the M-2 Motorway, close to New Islamabad International Airport and the Rawalpindi Ring Road.

It depends on your budget and priorities. General Block and Overseas Block are among the more established, developed sectors. Waterfront and Sports Valley offer lifestyle focused living. We help you choose based on your goals and current NOC status, not just what looks best in a brochure.

The dedicated Overseas Block, combined with the project’s scale and location on the CPEC route, makes it a popular choice for overseas investors. As with any block, we recommend confirming NOC status for your specific plot before committing.
